Delay in implementing service minute

The Government Medical Officers’ Association (GMOA) yesterday gave notice of an indefinite countrywide strike commencing April 22 in protest against an alleged delay on the part of the Public Service Commission (PSC) to issue a gazette notification in respect of the doctors’ service minute.

GMOA committee member Dr. Navin de Zoyza confirmed that his association had decided to launch a strike. Although the Cabinet had approved the service minute submitted by Health Minister Maithripala Sirisena, the PSC had not issued the gazette notification so far, he alleged. The PSC had been blocking the issuance of the said gazette.

Dr. Zoyza said the service minute was of vital importance to all doctors in Sri Lanka as it had to do with transfers, increments, additional allowances, holiday payments etc. The GMOA had repeatedly requested the PSC to approve it but in vain, Dr. Zoysa said. Treasury Secretary, Salaries and Cadre Commission Secretary, Secretary to the Public Administration Ministry and the Health Secretary had approved the service minute to be implemented. But the PSC was reluctant to issue the gazette, he said.

Dr. Soyza said that more than 17,000 doctors would be participating in the strike from April 22.
